Montgomery County policing commission endorses compliance subcommittee, forms data and school-safety working groups

The Montgomery County Advisory Commission on Policing on Monday endorsed the continuing work of its compliance subcommittee and voted to form two new subcommittees to follow up on data-management and school-safety issues.
The compliance subcommittee reported it has met three times to review the 87 recommendations from the Reimagining Public Safety Taskforce and to develop follow-up questions for county agencies about implementation. "Over the past few weeks, the subcommittee' has met 3 times to review the recommendations put in the Reimagining Public Safety Taskforce report," a compliance subcommittee member said, describing a draft set of questions the group will share for feedback and noting the subcommittee plans a similar review of the Effective Law Enforcement for All report.
The commission voted to "endorse the work of the subcommittee" and continue briefings to the full commission. The motion was moved and seconded and carried by voice vote. The compliance subcommittee also proposed forming two focused follow-up teams: one on the management, acquisition, use and transparency of Montgomery County Police Department (MCPD) data, and a second on school safety.
Commissioners and volunteers named to the new data subcommittee include Sonny (point person), Francisco, Arthur Blair, Henry, Sean Watson and Sierra (volunteer list from the meeting chat). The commission also established a school-safety subcommittee and asked Dr. Teresa Walsh (who asked to be called "Terry") to serve as point person; Sean Watson and others volunteered to assist.
Commissioners emphasized the two subcommittees can include participants who were not on the compliance subcommittee. "Tracking schools and data throughout the course of the year, regardless of whether they were on the compliance subcommittee," a commission member said when discussing membership and scope.
Commissioners discussed the limits of the commission's authority to obtain nonpublic records from MCPD and suggested a practical approach: request a system-of-records synopsis from the department or work with MCPD as it develops a new database-management system to identify datasets the community needs. "What is the data that addresses the issues of the community? And how should it be presented?" Francisco asked during the discussion.
The commission directed the new data subcommittee to begin organizing by email; Sonny agreed to contact members to set the first meetings. The school-safety subcommittee likewise will begin organizing by email under Terry's coordination.
The endorsements and committee formations were procedural actions taken during the meeting; no county legislation or new department directives were adopted at the session. The commission said the subcommittees will return updates and any requests for further action to the full commission.
Votes at the meeting on this subject included the formal endorsement of the compliance subcommittee's continuing work and the creation of the two subcommittees; those motions passed on voice votes or by assent during the meeting.
