The county attorney and highway commissioner reviewed the request and described terms intended to mitigate risk; Administrator Leonard said the right‑of‑occupancy arrangement presents no operational concerns for site development and sets the occupancy end date for June 1, 2026, with a closing no later than June 18 (year referenced in packet materials).
Leonard also noted county staff considered the mortgage interest‑rate differential that can be compensable in eminent domain scenarios. He told the committee staff had discussed interest‑rate impacts with the Shefgens during negotiations and had incorporated appropriate considerations into the offer.
The infrastructure committee had recommended approval; the purchase will advance to the full county board. A related procedural motion to amend prior offers to purchase for neighboring parcels, to allow similar post‑closing occupancy where requested, was approved unanimously.
Supervisor Poole moved to recommend the resolution to the full board; the committee voted to forward the resolution. Highway Commissioner Kevin Griesbach and county corporation counsel participated in the discussion and were available to answer technical questions about site development and legal safeguards for occupancy terms.
