City awaiting federal authorization before posting Salinas RFQ tied to TASA funding

The Tax Increment Reinvestment Zone No. 1 board heard on June 10 that the Salinas improvement request for qualifications (RFQ) for professional services has been submitted to the Texas Department of Transportation for comment and is pending federal clearance.
Staff said TxDOT returned the RFQ to the city for comment and that the agency indicated it is waiting on a "federal initial contribution" and a federal project authorization likely coming through the U.S. Department of Transportation before TxDOT will authorize the city to post the RFQ. "So they're probably gonna accept it, but for now, we can move forward with posting that until TxDOT releases us to do so," staff said.
Board members were not asked to take action; staff reported the city had completed revisions to the documents and will post the RFQ once TxDOT issues the release to proceed. The Salinas work was described as funded through the MPO/TxDOT TASA (Transportation Alternatives Set-Aside) program and related federal funding sources.
No dollar amounts or firm federal authorization dates were provided during the meeting.
