Troy board schedules public hearing after teacher notifies intent to retire and seek rehire

The Troy City School District Board of Education announced that Dr. Michael Moore has given notice that he will retire under the school teacher employee retirement system effective Oct. 1, 2025, and seeks reemployment in the same position he now holds. The board said it will hold a public hearing on Aug. 11, 2025, at 5:30 p.m. at Troy High School, 151 West Staunton, to consider the matter.
The board read the notice during the meeting and cited Ohio Revised Code section 2209.345 while notifying the public. An unidentified board member said, “we are giving notice that Michael Moore will retire under the school teacher employee retirement system effective 10/01/2025 and is seeking employment with the board thereafter in the same position.”
Board members discussed only the procedural element that the employee would “maintain the same office” if rehired; the remark appeared to aim at clarifying that the reemployment request was for the same position and workplace. No substantive debate of terms, compensation, or contract specifics occurred during the meeting.
By statute, the board must hold the public hearing to allow public comment before taking final action on a retire–rehire arrangement. The hearing date, time and location were announced to give members of the public and affected parties an opportunity to comment before the board considers final approval.
The board did not take a final employment action at the meeting; it only provided public notice and scheduled the hearing for Aug. 11, 2025. Any formal decision to rehire or terms of reemployment will be recorded after that hearing and any subsequent board action.
