On June 11 the Town of Whitestown held a first reading of Ordinance 2025-11, which would amend the Bridle Oaks Planned Unit Development (PUD) to explicitly allow residential units above first-floor retail within the PUD.
Todd Barker, director of development services, said the original PUD referenced mixed use but did not clearly define residential over-first-floor retail. The proposed amendment explicitly permits first-floor commercial (retail or office) with residential uses above. Barker said the Planning Commission reviewed the request at its May 12 meeting and sent a favorable recommendation with conditions, including incorporating the applicant—s presentation materials showing the commercial locations into the ordinance and limiting signage that could create light pollution into the adjacent Walker Farms neighborhood.
A council member emphasized that the amendment applies only to Bridal Oaks and is not a townwide change; another thanked a Brown Capital Group representative for accommodating resident concerns and changing signage to front-lit fixtures. This was a first reading; no final council vote on adoption took place at the June 11 meeting and the ordinance will return for a subsequent reading.
