The Community High School District 128 Board of Education approved a revised collective bargaining agreement with the Libertyville High School/Vernon Hills High School Federation of Teachers, Local 504 IFT‑AFT AFL‑CIO, covering July 1, 2025, through June 30, 2030, during a special board meeting on June 9.
Board member Lisa Hessel moved to approve the revised agreement; the board voted unanimously in favor. The roll call recorded aye votes by Board members Raul Deshmukh, Doug Flegal (chair), Lisa Hessel, Poland (board member), Nina Austin and Jim Batson. The board did not record a formal second in the public transcript; the motion carried on unanimous roll call.
Why it matters: ratified teacher contracts set salary and benefit commitments that are central to the district’s multiyear budget and staffing plans.
Immediately after the contract vote the board opened a statutorily required public hearing on the tentative fiscal‑year 2026 budget. Dan Stanley (staff member) presented the budget overview and explained the principal drivers: a Consumer Price Index (CPI) adjustment of 3.4 percent related to the levy adopted last fall, a modest increase in projected interest income, volatility in CPPRT receipts and a projected medical‑insurance cost increase of about 2.8 percent (partly related to employees moving to the 750 PPO). Stanley said one large line item — out‑of‑district special‑education placements — was showing a small decrease in the current estimate but that those numbers remain enrollment‑sensitive.
Stanley summarized the top‑line numbers: roughly $111,000,000 in total revenues and $109,000,000 in total expenditures for a tentative surplus of about $1,700,000. He cautioned that interest income and CPPRT receipts are volatile and that midyear adjustments are possible. Stanley also said the FY25 audit is expected to be presented to the board after completion, historically in the January–February cycle.
No members of the public spoke during the hearing. The board closed the hearing at about 7:37 p.m.; final adoption of the FY26 budget was anticipated at the board’s June meeting (staff signaled some line items would be adjusted between tentative and final versions).
