Board authorizes transfer of 2,000 tons of crushed asphalt milling to Port & Harbor, rescinds prior motion

The Hancock County Board of Supervisors approved a corrective motion to rescind an earlier approval and to authorize the transfer of 2,000 tons of crushed asphalt millings to the Hancock County Port & Harbor Commission, contingent on a completed governmental transfer-of-assets agreement and contingent on the Port reimbursing the county $50,000.

Board members explained the arrangement is tied to an existing county contract with Warren Paving for the taxi lane and related improvements. Under that contract the county is the contractual purchaser of the millings; the corrective motion authorizes direct delivery of half of the purchased millings to the Port with reimbursement to the county by the Port for the $50,000 portion. The motion was recorded as carried 5–0.

County staff said the corrective motion removes a prior, standalone approval and clarifies that transfers and deliveries will proceed under the Warren Paving contract and the applicable statutory transfer process (meeting discussion referenced Section 31‑7‑13 provisions). The board’s action requires the Port to execute the governmental transfer and to reimburse the county per the agreed contract terms before the millings move.

The board also discussed prior item language being corrected to reflect the county’s role as contract owner and to ensure delivery logistics were coordinated with Warren Paving. The motion as approved directs staff to complete the transfer once contractual and governmental-transfer conditions are met.
