The Weld County Board of Commissioners on June 2 approved a slate of human-services contracts and funding amendments covering foster-care providers, state-supplied workforce training funds, a long-term-services access contract and a pilot placement memorandum of understanding.
Why it matters: the approvals expand placement capacity for children in county custody, add training funds for Colorado Works clients, continue access to aging and disability resource services and establish a no-cost pilot to place children with complex needs.
Foster care contracts and respite
Tammy Grant, deputy director of the Department of Human Services, presented multiple individual-provider contracts and said the items were routed through the county review process. The board approved:
- Contract ID 9488: kinship foster-care home for Mario and Rebecca Lopez in Estes Park (approved).
- Contract ID 9450: fully certified foster-care home for Francisco Vega Cubero and Veronica Soto Valencia in Frederick (approved).
- Contract ID 9455: foster-care respite services for Francisco Vega Cabrero and Veronica Soto (approved).
- Contract ID 9456: foster-care respite services for Tommy Taylor in Aurora (approved).
State program funding and pilot projects
Grant told commissioners the county will receive additional funding in the Colorado Works Subsidized Training and Employment Program (CWSTEP): Amendment 1 (Contract ID 9501) adds $40,000 for the current program year because other areas had unused funding; Amendment 2 (Contract ID 9502) adds $200,000 for state fiscal year 2026. Both amendments were approved.
Grant also presented Contract ID 9496, an Aging and Disability Resource Center (ADRC) Federal Financial Participation award of $36,031.26 through the Colorado Department of Human Services; the board approved the contract and authorized electronic signature.
Case-management amendment and pilot MOU
Grant said Amendment Number 5 to the case management agency (CMA) agreement (Contract ID 9494) updates the statement of work from the Colorado healthcare policy and finance team and "the only change is that they are removing the existing contract language related to diversity, equity, and inclusion." The board approved amendment number 5.
The board approved Contract ID 9508, a memorandum of understanding with Raise the Future, a no-cost pilot program to target placements for children and youth with high-acuity needs, with the county authorized to sign.
Board action and next steps
Each contract and amendment was advanced by motion and approved by voice vote. Staff will proceed with contract signatures and program implementation; the pilot MOU and CWSTEP funds will be administered by the Department of Human Services as described in the contracts presented to the board.
