Weld County approves state respite grant application, foster care contracts and related human-services agreements

Weld County’s Board of County Commissioners on Wednesday approved multiple human-services items including grant applications, program contracts and provider agreements intended to support older adults and youth in foster care.
Jamie Oreck of the Department of Human Services told commissioners the county will apply for the 2025–26 Colorado Respite Coalition (state) grant to expand access to respite care; the request to submit the application and attest to required background-check compliance was for $30,000 and funded through Colorado State General Funds. The board approved the resolution to submit the application.
The board also approved a combined application for Chafee grant funds (the Colorado Foster Youth Successful Transition to Adulthood grant program) and the Colorado Fostering Success Voucher Program. DHS staff said the combined package funds supports for youth ages 14 through 26; no dollar amount for the Chafee application was provided in the meeting record.
Commissioners approved the county’s contract for Older Americans Act (OAA) and Older Coloradans Act (OCA) program services to support transportation, in-home services, legal assistance, congregate and home-delivered meals, caregiver support and ombudsman services; the contract was presented as the standard annual agreement for the area agency on aging (Bridging/Bridal A in the transcript).
The board approved contract amendment number 4 to an intergovernmental case management agency (CMA) agreement, which extends the term through June 30, 2026 and updates exhibits including the statement of work; county counsel reviewed the amendment, the presenter said.
The board also approved several individual and respite foster care provider contracts: Eric and Jessica Edmonds (new fully certified kinship foster-care provider, Briggsdale) — Contract ID 9445; Veronica Espresson (new provisional kinship foster-care provider, Fort Lupton) — Contract ID 9468; Rodney and Cynthia Troyer (foster care respite providers, Greeley) — Contract ID 9453; and Peter and Kim Serna (foster care respite providers, Eaton) — Contract ID 9454. The board moved and approved each provider contract.
Lastly, commissioners approved a memorandum of understanding (Contract ID 9457) to continue collaborative management program work with mandatory partners including public health, the sheriff’s office and the 19th Judicial District Attorney’s Office.
Presenters emphasized these agreements and grant applications support continuity of care for older adults and youth transitioning from foster care and that state funding sources and existing intergovernmental frameworks would govern implementation. The board approved all items by voice vote.
