Council approves renewal for Jamrock liquor license despite pending criminal case

Alder Johnson moved to approve the renewal; Alder Presley seconded the motion. The roll‑call vote passed 8–3, as announced by the clerk.
City Attorney Kochart and Chief Davidson clarified procedure: Attorney Kochart said that a renewal approval would permit the establishment to continue operating, but the administrative process allows the council to initiate revocation or other proceedings later if circumstances change. Davidson confirmed the police recommendation had not changed since the memo in the packet and that the department's position remained unchanged: officers had documented concerns previously, but there were no new incidents since the earlier administrative action.
Council discussion referenced last year’s action, when the council granted a renewal conditioned on submission of an abatement plan. At this meeting, members said they were satisfied that the abatement plan had been submitted and that, for now, no new evidence supported denial. Alder Eck noted that the prior conditional renewal required an abatement plan and that the renewal had been granted on that basis in the previous cycle.
If the city issues a non‑renewal or revocation later, Attorney Kochart explained, an administrative revocation procedure could be used; such a proceeding does not require a criminal conviction and could be initiated on the basis of sufficiently documented conduct or violations of city code.
Ending: With the council’s approval, Jamrock’s license was renewed and the business may continue to operate. Council members said they would revisit the matter if new incidents or adjudications occurred.
