Struthers City Council adopts pay change for wastewater assistant, approves ambulance purchase and sets grass-cutting fee

At its June 11 meeting the Struthers City Council passed an ordinance adjusting pay and appointment terms for an assistant wastewater superintendent, authorized purchasing a used ambulance from the Cardinal Joint Fire District and approved a resolution establishing a fee for owners who fail to cut grass under the city code.
Struthers City Council on June 11 adopted three separate measures: an ordinance adjusting salary and employment provisions for the assistant superintendent of the wastewater plant effective retroactive to May 1, 2025; an ordinance authorizing the mayor to purchase a 2017 Ford ambulance from the Cardinal Joint Fire District; and a resolution establishing a fee for property owners who fail to cut grass under Section 5.21.15 of the city codified ordinances.
The measures were introduced during the council’s legislative session and each was advanced under emergency or suspension procedures reported on the meeting agenda. Council members recorded their approval during roll call for each item; the clerk noted the ordinances would repeal prior ordinances listed on the agenda where inconsistent.
The first ordinance revises salary and employment provisions for a mayor-appointed, nonclassified position overseeing the wastewater plant, with the ordinance language specifying the change is retroactive to May 1, 2025, and that it repeals Ordinance No. 25-008 and any inconsistent prior ordinances. The second ordinance authorizes the mayor to enter a purchase agreement with the Cardinal Joint Fire District to acquire a used 2017 Ford F-450 Type 1 ambulance; the ordinance text on the agenda indicated it repeals Ordinance No. 25-050 where inconsistent. The council moved and approved suspending rules as needed to consider the measures and, as recorded in the meeting, the motions passed by voice/roll call.
The council also approved a resolution to establish the fee that the city will assess against owners of real estate when the city cuts grass on properties that are not maintained in accordance with Section 5.21.15 of the city codified ordinances; the resolution was presented as an emergency measure and approved following suspension of the rules.
Meeting minutes and the ordinance texts filed with the clerk contain the full language and the repealed ordinance references. The council announced committee meeting dates and public-notice processes; the items approved at this meeting will be reflected in the adopted ordinance and resolution documents on file with the city clerk.
The council adjourned after public comments and reminders about the next finance and legislation committee meeting scheduled for June 18 at 6 p.m.
