King County committee approves renewal of StormFest interlocal agreement, requests expedited adoption

The Transportation, Economy and Environment Committee on May 20 voted to recommend approval of an ordinance authorizing the King County executive to renew an interlocal agreement (ILA) to operate StormFest, a stormwater education event for grade-school students in the Highline School District.
Erica Newman, Council Central Staff, briefed the committee on proposed ordinance 2025-0106 and said the ILA would renew cooperation between King County and four cities for the 2025'29 period with an option to extend.
"The Water, Lands and Resources Division is one of the four divisions under the Department of Natural Resources and Parks," Newman said during her presentation. She described StormFest as a three-day June event that has engaged more than 9,000 students since 2018 and said the renewal updates ILA language to align with standard terms for budget, insurance, audits, inspections, finance and property disposition.
According to the staff report, the proposed ILA would: engage underserved youth in hands-on science and STEM programs; increase student understanding of stormwater runoff; hire and train community educators and interpreters; and provide a scalable toolkit that could be used elsewhere in the county. The program operates under the Western Washington Municipal Stormwater Permit (NPDES).
Committee members heard that the current ILA expired in December 2024 and that the executive requested the ordinance be expedited so the updated agreement can be in place before StormFest begins on June 10. Department staff present for questions included Mary Rayburn (program manager), Stormwater Manager Angela Gallardo and Senior Deputy Prosecuting Attorney Mike Graves.
The committee moved a due-pass recommendation for proposed ordinance 2025-0106 and the clerk called the roll. The recorded tally was four ayes, no nays; one councilmember was listed as excused for that vote. The committee chair said the item would be expedited to the May 27 full council meeting and placed on the consent agenda so the technical amendments can be completed before the event.
No amendments were adopted in committee; staff said partner jurisdictions had completed legal review and that the updated ILA aligns with standard county interlocal provisions. The committee took no further action beyond the due-pass recommendation and the request to expedite to the full council.
StormFest is scheduled for June 10 and program staff asked that the updated ILA be in place for this year's event.
