Committee reauthorizes multiple revolving funds, forwards items to full council
Summary

The Lawrence City Budget and Finance Committee on July 11 considered and voted to forward multiple revolving-fund reauthorizations and associated expenditure limits to the full City Council.
Items the committee forwarded with favorable recommendations included reauthorization of the Bellevue Cemetery revolving fund with a $95,000 annual expenditure limit; the Council on Aging revolving fund with a $150,000 limit to support senior programming; the Recreation and Parks self-supporting service account with a $10,000 year-end balance limit; the Veterans Memorial Stadium revolving fund with a $100,000 limit; the Library programs revolving fund with a $50,000 limit to cover printing, faxing and room reservations; and a PEG access and cable-related funds revolving account appropriation for $450,000 (combined city and school receipts).
Directors and program staff described uses for the accounts during the committee discussion. Library Director Janella Brew said the library's revolving receipts come primarily from printing and room rentals and currently represent about 15% of the $50,000 capacity; the department hopes to expand makerspace and youth programming with state aid and philanthropy. Recreation Director Adelie Gonzales explained the $10,000 year-end balance works with the department's summer season encumbrances for buses and field trips. The PEG account presentation noted $285,000 in cable receipts attributable to the city and $145,000 to the school system for FY25.
Councilors asked about senior services supported through the Council on Aging account and the range of services provided at the senior center; Director Martha Velez enumerated transportation, nutrition, appointment help and other programs and said staff deliver roughly 600 homebound meals. The committee approved each reauthorization by voice vote and forwarded the items to the full council for final action.
These items will appear on the full council agenda for final reauthorization and budget alignment.
