Committee updates handicap-space resolution and discusses caregiver eligibility for residential spaces

The Parking Committee discussed and moved forward on updates to the borough's handicap-space resolution to clarify two existing designated spaces, and committee members examined how eligibility rules apply when a caregiver uses a vehicle not registered to the disabled resident.

The committee considered an updated resolution addressing handicap spaces, noting that some entries were clarifications rather than new additions. The director described the change as correcting language to reflect an existing space in front of 710 and to add clarity for space 108, explaining that those locations were not new but had not been correctly reflected in the ordinance.

Committee members then raised questions about the eligibility rules for handicapped parking when the car or license is not registered to the address. The director explained the borough's practice: if a property is owner-occupied, homeowners may qualify for an auto-renewing homeowner permit; if the vehicle or license is not registered to the property and the occupant is a renter, staff asks for a lease to show residency. On caregiver situations, staff said they have accommodated caretakers in some cases and have worked with applicants individually.

As the director described, "if it's a caretaking situation Right. We've been able to accommodate that. We have, you know, we have kids that have needed their parents" and staff indicated they will continue to work with applicants case by case. Committee members noted the policy trade-offs between saving a limited curb or off-street space for a specific individual and ensuring spaces are not misused by non-residents.

Next steps: staff will continue to implement the corrected resolution text for the two clarified handicap spaces and said they will handle caregiver eligibility through case-by-case review while advising applicants to provide registration, license, or lease documentation when possible.
