Madison County board approves budgets, authorizes local bonus certification, recognizes Lions Club and approves fireworks permit

The Madison County Board of Supervisors at its June 3 meeting approved multiple budget and administrative items, adopted an enabling ordinance for state bonus certification, recognized the Lions Club for 86 years of service and approved a fireworks permit for a local brewery.
Finance staff reported the county had loaded FY 2026 budgets into Munis and confirmed the capital budget and operating appropriations presented reflected adopted budget decisions. The board approved Resolution 2025-12 to appropriate the capital budget (including rollover funds and FY 2026 allocations) and later approved Resolution 2025-13 covering operating appropriations. Finance staff noted the capital transfer to schools included $1,850,000 for capital purposes.
The board also approved Ordinance 2025-6, an enabling ordinance that allows the county to accept and certify local government bonuses authorized under the state budget. County staff said local monies were not expected to be used for the bonuses and that certification forms would be signed by the county administrator when bonuses were authorized for distribution.
The board adopted Resolution 2025-11 recognizing the Madison Lions Club’s 86 years of volunteer service. Suzanne Long of the Lions Club described recent activities including vision and hearing screenings at local schools (498 students screened for vision in fall 2024, 71 referrals for exams), recycling eyeglasses, holiday food baskets and other community services; she told the board the club currently has 12 active members.
The board approved the consent agenda (with the May 24, 2025 minutes removed for separate approval and later approved) and granted a fireworks permit for Bulltop Brewing Company for a small-scale event expected to draw about 200–300 attendees.
All items on the consent and the listed resolutions and permits were approved by voice vote.
