Committee recommends considering 30% of Deauville settlement fines for one-time grants to North Beach homeowners

The committee discussed use of settlement proceeds from litigation and fines associated with the Deauville property. The settlement totaled approximately $6.3 million, with over $5.3 million attributed to special-magistrate fines. Under city policy, a portion of fines must be allocated to transportation or capital purposes; the committee considered alternative community uses for part of the funds.

Commissioner Dominguez proposed allocating 30% of the net fines (approximately $1.29 million based on the figures discussed at the meeting) to a one-time grant program to help North Beach homeowners (north of 73rd Street) fund building repairs and special-assessment obligations. The intent is to help prevent displacement by enabling owners of older, often lower-income buildings to address critical repairs rather than sell to speculative buyers.

City staff noted the settlement and payments will proceed as authorized by the April commission action and recommended the commission determine allocation within the budget process. Finance staff emphasized ongoing capital funding pressures and suggested the commission consider the grant allocation during the FY2026 budget process and November closeout if there is an available surplus.

The committee voted to forward a favorable recommendation to the commission to consider allocating 30% of the net Deauville fines to a resident grant program and to consider the item during the FY2026 budget process. Staff will prepare program criteria and implementation mechanics for Commission review.
