Library board approves circulation policy edits, recommends them to City Council

The Liberty Lake Library Board voted to approve edits to the library circulation policy and to recommend the revised policy be sent to City Council for approval, the board chair said following the vote.
Library Director Jandy reviewed the redlined language that staff posted in the meeting agenda for public review. The edits define a “claims return” and set a limit: “Borrowers are limited to 3 claims returns or claims never had for the Liberty Lake library items,” Jandy read aloud during the discussion. The policy also states that if an item is owned by a lending library in the CIN network, the lending library may determine whether to accept a claims return.
Board members moved and seconded the recommendation; the board then voted unanimously to approve the edits and forward them to Council. The motion recorded in the meeting agenda was to “approve the edits [to the] library circulation policy, and recommend that they be sent to council for approval.” The chair announced, “The motion passes to approve the edits to the library circulation policy and recommend that they be sent to council for approval.”
Jandy and staff noted the library’s current checkout software can remove charges from a patron account if a returned item is later found and checked in, which staff said reduces the risk that patrons will be permanently penalized for mistaken claims.
Next steps: staff plan to present the edited circulation policy to City Council at a future meeting focused on the policy rather than bundled with the annual report.
