Defiance City Council adopted an emergency ordinance Tuesday to annex roughly 230 acres of land along the city's northern boundary in Noble Township.
Council member Michael O'Donnell told the council the petition came from six property owners seeking annexation primarily to obtain city water service. He described the area as roughly 230.101 acres beginning near Elliot Road and Carpenter Road and said council had previously approved a resolution offering customary government and utility services on March 11.
O'Donnell said the annexation was proceeding as a type-2 or unanimous-consent annexation and that the ordinance before council was the final step to file the annexation with the county auditor and record the annexation plat. He urged emergency adoption because of pending legislation in the Ohio General Assembly that could change annexation procedures.
Council member Engel moved to adopt; Wexler seconded. A roll-call vote showed all present council members voting yes, and the ordinance was adopted as an emergency measure.
Council discussion at the meeting did not include a specific timetable for providing water service to the annexed parcels or a contract for utility extension. O'Donnell noted the petitioners were seeking water service as the principal reason for joining the city.
The council did not debate financial assurances or development plans at length in the recorded portion of the meeting; those items will be handled in subsequent staff and permitting processes.
