CRA authorizes up to $40,000 to hire property manager for agency-owned sites

Board member Joseph Kelly moved the measure and Vice Chair Nakisha Williams seconded. The motion passed in a recorded roll call with no dissent.
Director Tierney and board members said the CRA now owns multiple parcels with existing tenants and limited in-house staffing for property management. Tierney told the board staff had sought companies that could be added via an existing government contract (a “piggyback” option) but had not found a suitable vendor; the board therefore approved a search and engagement without requiring a piggyback. "We own these properties, so we gotta manage them now," Kelly said during the discussion.
The board discussed the need for short-term management of current tenants (monthly rent collection, basic maintenance and tenant communications) while the board and staff complete a strategic workshop on long-term uses for CRA property. The motion instructs staff to return procurement details to the board and to limit the engagement to an amount not to exceed $40,000.
The authorization is phrased as an interim solution. The board asked staff to include property-management options and related budget implications in the planned June workshop about CRA-owned properties and downtown redevelopment.
Notes: Vote recorded as yes by Vice Chair Williams, Board members Santiago, Bass, Irving, Kelly and Chair Russell. The action is intended to provide interim property-management capacity; staff will report vendor recommendations and proposed scope to the board.
