Interim city staff said the HR procedures were revised to improve service delivery, support staff and align day‑to‑day processes with operational goals. The finance procedures were presented as measures to safeguard city assets and ensure compliance with local, state and federal rules. Both items were introduced by the interim city manager and sponsored by commissioners.
Vice Mayor Kelly proposed an amendment to both resolutions asking that, if a policy is updated after the manager's review, the commission be notified; commissioners approved the amendment and then approved both resolutions. The amendment passed by 5‑0 roll call, and each resolution passed by 5‑0 thereafter.
Why it matters: The resolutions formalize internal procedures for two core administrative departments and add an explicit step of transparency so the commission is informed of policy changes after managerial review. City officials said the changes are intended to strengthen continuity, accountability and compliance.
Implementation: Staff will update policy documents, incorporate the amended notice language and report back to the commission as part of regular follow-up.
