Committee approves hotel employee parking pilot at G5 and G9; asks for study on subsidized valet and private-lot partnerships for North Beach

The Finance and Economic Resiliency Committee voted to direct staff to implement a hotel employee parking program targeted at underused city garages (G5 and G9) and to study additional options to improve parking availability and affordability in North Beach.
Will McDonald, Director of Parking, said the administration supports a hotel-employee program and recommended flexibility to use nearby underutilized garages if the final allocation of other uses (for example a separate courts project) changes. He proposed presale valet tied to Bandshell events and outreach to hotel general managers to secure buy-in.
The committee also asked staff to return with a detailed memo with numbers and potential models for subsidized valet (the memo should include what it would cost the city to offer $5 valet service on targeted North Beach evenings), and to identify private-lot or development partnerships that could increase supply or add decked parking. Commissioners asked staff to study the feasibility and costs of smaller decked structures, use of underutilized east-side lots, and potential indemnification/insurance arrangements if private lots are used for public parking.
Committee members noted that Coral Gables and Design District models use private or district-level subsidies and urged staff to look at comparable programs and partners. Staff said potential parcel-specific opportunities exist (P106, P89 and other underused lots) and described preliminary conversations with private parties interested in redevelopment that could include net parking gains.
The committee also linked the parking work to broader transportation solutions (shuttles, golf-cart circulation, improved garage-to-destination pathways) and asked staff to meet with Coral Gables parking staff and return with updated numbers for the July meeting. The committee approved the G5/G9 employee program motion by voice vote.
