Planning commission approves amended preliminary plan for Tanner Flats phases 3–6

The Planning Commission on Tuesday approved an amended preliminary plan for the Tanner Flats subdivision covering phases 3 through 6, following a presentation from the applicant describing grading-driven adjustments to lot layout.

Staff explained the item was returning because an amendment to the development agreement and several layout changes required the plan to be reviewed again. The property is in the R10 zone; staff noted relevant R10 standards during the discussion including a minimum lot area of 9,600 square feet and minimum lot width of 80 feet.

Skyler Tolbert, representing Ivory Development, told the commission the team refined grading plans and adjusted road and open-space alignments, which produced “a few lots fewer.” Tolbert said the overall open space increased slightly and that the revised layout “lays out better on the land.” At one point he said the total count decreased from 133 lots to 130 lots as the developer refined plans in later phases.

Commissioners asked engineering questions about drainage near a southeast cul-de-sac; Tolbert and staff explained the sewer outfall and grading plan route and confirmed that sewer drainage was planned toward the north/northeast low point of the subdivision. No unresolved technical objections were raised.

Commissioner Nixon moved to approve the preliminary plans for Tanner Flats Phases 3 through 6; Commissioner Waite seconded. The motion passed unanimously with all commissioners voting yes. Staff noted the final plats and any right-of-way vacations will follow later through the DRC and final-plat approval process.

No specific conditions beyond the normal DRC/final-plat submittal requirements were stated on the record at the commission meeting.
