Baltimore council holds hearing on transgender well‑being; agencies outline programs, advocates press for funding and data

Councilwoman Felicia Porter, chair of the Baltimore City Council Public Health and Environment Committee, convened an informational hearing to consider Council Resolution 21‑00015R and invited city agencies to report on the general well‑being of transgender Baltimoreans.

The hearing gathered representatives from the mayor’s Office of LGBTQ Affairs, the Office of Equity and Civil Rights (OECR), the Baltimore Police Department (BPD), the Baltimore City Health Department, Baltimore City Public Schools, the mayor’s Office of Homeless Services and other agencies to present programs, policies and next steps.

The mayor’s Office of LGBTQ Affairs, represented by Interim Director Lehi Blackman, described a calendar of services and visibility events, ongoing work to audit and enforce compliance with the city’s gender‑neutral bathroom law in city‑owned buildings, and an effort to expand and virtualize LGBTQ‑inclusive trainings for city employees through the Workday platform. "Trans well‑being is not a single program or a moment," Blackman said, adding the office tracks six key implementation metrics including bathroom compliance audits, inclusive data collection and numbers of public safety officers trained.
