The Baltimore City Council Labor and Workforce Committee voted unanimously to recommend passage of Bill 25-0042, a measure that clarifies the definition of “service” for members of the city’s Retirement Savings Plan and provides a special effective date.
The amendment was introduced by Council President Zeke Cohen. David Rand, executive director of the Employees’ Retirement System and the Retirement Savings Plan, told the committee that “any small or large changes to either article 22 or 22a requires city council approval,” and that he was available to answer questions about the bill’s meaning.
Desiree Lucky, representing the Law Department, told the committee the department “approves this bill for legal form and sufficiency.” Gabriel from the Department of Finance said the department is “supportive of this bill” and does not expect the amendment to have an impact on revenues or expenses. There was no public testimony on the item.
After agency reports and without further questions, a motion to recommend the amendment was made and the committee recorded three affirmative votes from Committee Chair Jermaine Jones (Twelfth District), Vice Chair James Torrance (District 7) and Councilman Ryan Dorsey (District 3). The committee’s favorable recommendation sends the measure on for further Council consideration.
