Council requests immediate funding for sidewalk segment; staff says federal earmark available

The Common Council approved, as part of the consent agenda on Sept. 21, a referral from Councilor Bender asking the city to find immediate funding for a sidewalk on the south side of a specified segment (transcript text: “the South side of North 20 Eighth Street from Weeks To Catlin Avenues”).
Councilor Bender moved the referral, Councilor McKenzie seconded it, and the motion passed with no recorded no votes. Council members were asked not to debate referrals at length during the consent agenda, but Councilor Bender requested a brief update from staff before the vote.
Jeff Goetzmann updated the council that about $175,000 in a federal earmark remains for that segment of road. He said the street had been reconstructed about four years earlier and that the federal funds were originally allocated to that project but not spent. Goetzmann said the Wisconsin Department of Transportation is assigning a new federal project identification number for the segment so the federal government can authorize the money for use on the sidewalk; he said there should be enough to complete design and, hopefully, construct the sidewalk in 2011.
The council recorded the referral as approved during the consent vote. No formal construction contract award was made at the Sept. 21 meeting; staff said design work and federal authorization were the next steps.
