Council authorizes Army Corps agreement for UV disinfection project at wastewater plant

The Superior Common Council authorized staff to enter into a contract agreement with the U.S. Army Corps of Engineers for design and construction assistance on a ultraviolet (UV) disinfection and pH control upgrade at the city wastewater treatment plant.
City staff told the council the project is budgeted and estimated at about $3.6 million; approximately $1,215,000 in grant funding has been identified, including $950,000 from a Section 154 program administered through the Army Corps and additional funding expected from the Clean Water State Revolving Fund.
Assistant Public Works Director Getzmann presented the item and said the project was included in the wastewater budget for 2010–2011 as an anticipated purchase. Council requested and received the grant and cost figures during the meeting. “The total project is estimated for the UV disinfection and pH control at about $3,600,000 in cost. And we have dollars $1,215,000 total in grants. Dollars $950,000 is from the section 154 program through the Army Corps, and there is some through the Clean Water State Revolving Fund as well,” Getzmann said.
Councilors had no further questions on funding and the motion to authorize the contract agreement carried unanimously.
The action authorizes the mayor and staff to finalize an agreement with the Army Corps for design and construction assistance; staff said grant applications and SRF financing remain part of the project’s funding plan.
