Council adopts $6 million transfer to fund City Hall Justice Center project

Barberton City Council on June 9 adopted ordinances to establish a City Hall Justice Center project fund and to appropriate and transfer $6,000,000 into that fund.
Ordinance 69-2025 appropriated $6,000,000 from the unappropriated balance of the newly established City Hall Justice Center project fund to the project's capital budget; ordinance 70-2025 transferred $6,000,000 from the general fund to that project fund. Both measures were read, suspended for immediate consideration and adopted by recorded roll call.
Why it matters: the actions create and seed the fund that will pay for planning and early work on the City Hall Justice Center project. Council identified the transfer and appropriation as emergency measures to expedite funding.
Finance report: Finance staff presented the May 2025 finance report during the committee meetings. The presenter, identified as Mr. Plaker, said the income-tax collections for May exceeded the estimate (actual collections were just over $1.9 million versus an estimate just over $1.5 million) and that the city received a reconciliation payment of a little more than $300,000 from the tax administrator (RITA) after the annual reconciliation. The health insurance fund showed revenues for May of about $443,000 and expenditures of about $441,000, leaving a year-to-date negative balance of approximately $131,000, the presenter said.
Council also approved, by separate ordinance, an appropriation of $57,500 for an outfitted police Ford Explorer (Ordinance 71-2025), an amount the public-safety committee confirmed in committee and which the finance committee amended to the correct figure before adoption.
Ending: Council adopted the funding ordinances and will proceed with planning and procurement steps for the City Hall Justice Center project. Finance staff said they will continue to monitor encumbrances and fund balances and provide updates to council in future reports.
