The Tuscaloosa Public Projects Committee authorized budget and program changes to the FY2023–2024 Community Development Block Grant (CDBG) action plans to move funds into the city’s Section 108 account and approved an application to the Alabama Department of Economic and Community Affairs for the PY2025 Emergency Solutions Grant (ESG). The committee also authorized the mayor to execute a $44,400 grant agreement with the U.S. Department of Housing and Urban Development for the Continuum of Care HMIS (Homeless Management Information System) grant.
Dwayne, a city staff member, told the committee that the local amendment shifts line items within the CDBG grant and requires no additional city funds; the purpose is to make a payment on an existing Section 108 loan. He said that after this payment the city will owe three more payments, moving the maturity schedule closer (the loan originally matured in 2030, and payments have been made in prior years). The transcript notes the “Diana Washington Building” as a Section 108 fund recipient in the context of the payment transfer.
Wayne, who presented the ESG and HMIS items, said the city will seek $220,000 through the ESG program and that applicants are required to provide matching funds; staff noted matches include in-kind salaries and utilities. Wayne also asked the committee to authorize the mayor to execute the HUD HMIS grant agreement for $44,400 to support the local homeless-management database.
All three items—the CDBG local amendment, the ESG application authorization and the mayoral execution of the HUD HMIS grant—were approved by voice vote during the meeting.
