Staff reports wastewater capacity, levee and North Main progress; Grand Valley sale stalled by Walmart traffic study

At a recent meeting of the Martinsville City Redevelopment Commission, staff reported the city’s wastewater system has available capacity and several infrastructure projects are nearing completion.
Gary, a staff member, said the wastewater treatment plant is using “about 60% capacity” and that a consultant’s evaluation of plant upgrades is forthcoming. He said an older, abandoned portion of the plant still carries electrical supply and that staff will evaluate demolition and rerouting of electrical systems as part of an update and planned bidding for a replacement project.
Gary also reported the levee projects are largely complete and that the city expects both levee sites to be finished next month pending power hookups by Duke Electric. He said grass and dirt work are done and that closing those projects depends on the utility work.
On street utility work, Gary said roughly five new service connections are active on North Main and that the senior center is connected. He said several more homes are expected to connect but that reconstruction of the street is not yet underway.
Regarding potential private development, Gary discussed a 40-acre tract in Grand Valley that the owner is trying to sell; he said a traffic study requested by Walmart is delaying the buyer’s ability to close. Staff described rumors of planned truck-stop development to the south but said they had no confirmed information.
No formal vote was taken on project approvals during these updates; staff indicated specifications and bids would be issued for the wastewater replacement project in coming months.
