Pinellas LPA recommends rezoning 16717 US Highway 19 to allow warehouse use

The Pinellas Local Planning Agency unanimously recommended approval of a rezoning request for a 0.98-acre parcel at 16717 U.S. Highway 19 in unincorporated Largo that would change the zoning from C-2 (Commercial General Services) to E-2 (Employment). Staff told the LPA the change would allow a stand‑alone warehouse use not permitted under the current C-2 zoning.
Ryan Brinson, principal planner with Building Development Review Services, told the board the proposed E-2 designation "allows for stand alone warehouse" and that staff's recommendation "is to approve proposed zoning" because it is compatible with nearby commercial and industrial uses and consistent with the county comprehensive plan. He noted the parcel is at the northwest corner of Whitney Road and U.S. Highway 19 and that the applicant is the adjacent property owner seeking space to expand his business.
The applicant described business growth and the need for additional indoor space. The applicant identified the current occupant as Monster Metal Works and said the owner purchased the former adult‑use lounge in 2023 to expand operations. Alexandra Twiliger, who spoke for the business, said the company has grown to “27, 30 trucks now” and described plans to move operations into the front of the site and build a warehouse behind it.
Board members asked about annexation and service connections. County staff said the City of Largo was notified and "Largo has not is not requiring this one to be annexed," and that permitting and site plan review would be coordinated with Largo as needed. Staff also said permitted site permits and development review would follow county procedures.
After public testimony (none in favor or opposition appeared), a board member moved to recommend approval to the Board of County Commissioners. The motion passed unanimously. The item will be heard by the Board of County Commissioners at a separately scheduled public hearing on July 22, 2025, at 6 p.m.
The LPA action is a recommendation only; final land use and zoning decisions will be made by the Pinellas County Board of County Commissioners at the public hearing and after permitting and site‑plan review if the rezoning is approved.
