Beavercreek approves three ODOT LPA agreements for resurfacing and signal upgrades

Beavercreek — The Beavercreek City Council on Monday approved three resolutions authorizing the city manager to enter Local Public Agency (LPA) federal project agreements with the Ohio Department of Transportation for a signal reconstruction and two resurfacing projects.
City staff said the agreements will let Beavercreek accept federal Surface Transportation Program (STP) funds and manage the projects locally to reduce inspection and construction engineering costs. The projects are: PID 123894, Dayton Senior Road and North Fairfield Road signal reconstruction; PID 123912, Dayton Senior Road resurfacing (Dayton Xenia Road to Eastland Drive); and PID 121845, SR 835 (Research Boulevard) resurfacing.
The presenter, identified in the meeting as Mr. Landrum, described the signal work on Dayton Senior Road and North Fairfield Road as replacing the existing span-wire signal with a mast-arm type and repairing curb ramps and streetscape to achieve ADA compliance. For both resurfacing projects he said the work will be a mill-and-fill — "milled an inch and a half down and an inch and a half overlay" — with spot curb, sidewalk and ADA ramp repairs. Mr. Landrum gave estimated schedules: design for the Dayton Senior Road projects is programmed to begin in 2027–2028 with construction in 2029; the SR 835 design can begin as early as 2026 with construction in 2027.
Council members discussed timing and whether projects could be moved up in the regional funding queue. Vice Mayor Bales asked about accelerating projects if MVRPC (regional planning) has unused funds; Mr. Landrum said that is a possibility depending on available funding. Mr. Landrum also explained the financial benefit of serving as the local project administrator: "it allows us to utilize the funding that we receive more so to use just for construction instead of construction engineering also," reducing duplicate state inspection costs.
Each resolution (25-12, 25-13 and 25-14) was moved and approved by voice vote with councilmembers answering "aye." No individual roll-call tallies naming yes/no votes were recorded in the meeting transcript.
Design and construction timing, funding sources and scope differed by project: the SR 835 resurfacing was funded through an STP award applied for in 2023; the Dayton Senior Road resurfacing received STP resurfacing funds in 2024 and was approved in early 2025. Mr. Landrum said the Dayton Senior Road pavement appeared to be deteriorating and staff has discussed moving the resurfacing earlier if funds permit.
The council’s approvals authorize the city manager to enter the LPA agreements with ODOT and allow the city to perform construction inspection and payment administration under the LPA process.
The city did not adopt any ordinance changes as part of these items; the actions recorded in the transcript were approval of the three resolutions authorizing the LPA agreements.
