The Odessa City Council approved a plan‑development (PD) rezoning amendment to add 67 single‑family homes as part of the Windmill Crossing master plan.
Planning staff said the request is consistent with the original master plan for the Windmill Crossing development. The parcel at issue had formerly been a drill site that was released; the developer asked to apply the PD housing rules and footprints already used elsewhere in the subdivision. Elizabeth, planning staff, told council the proposal “fits well with what they have already for this development in here.”
Beatonville Homes representative Brett Behringer described the phase and said the plan includes two park squares with connecting trails and landscaping; he confirmed the phase follows the existing PD controls. Staff recommended approval and reported no internal objections from city departments.
Council voted unanimously to approve the PD amendment. Councilman Cannell moved the motion and Councilman Haney seconded.
