Only one proposal opened for North Island water tower RFQ; staff likely to reissue

Deb Glavin, contract and procurement specialist for Fort Myers Beach, opened the request-for-qualifications (RFQ 2504 AD) for the North Island Tower Complex on June 11, 2025, and said the solicitation received only one complete proposal.

"The proposal was issued on 05/12/2025, and it was due today, June 11, at 12:30," Glavin said. She added, "Unfortunately, today, we received only 1 proposal from Tetra Tech, and it is complete. But our compliance, we have to have a minimum of 3, so most likely, we will have to go out for bid for this. We will put out a notice as soon as, we are ready to do that. Any questions?"

The RFQ covers engineering, design, permitting and construction oversight for the North Island Tower Complex, procurement staff said. Because the jurisdiction’s procurement rules require a minimum of three proposals for this solicitation, staff indicated no award would be made from today’s opening and that the solicitation will likely be reissued to seek additional respondents.

Frankie Gropacek, community development director, and Jeff Hauge, community services director, were introduced at the start of the opening but did not make additional remarks during the recorded segment. The procurement specialist answered procedural questions and said the office will post a notice when the reissued solicitation is ready.

No formal motion, vote or award was recorded during the RFQ opening. The only recorded outcome was the opening of proposal(s) and staff discussion of next steps; staff advised that additional outreach and a reissue of the RFQ are likely to meet the minimum-proposal requirement.
