The opening took place at 1:30 p.m.; Community Development Director Frankie Gropaczek and Community Services Director Jeff Haughey were present for the announcement.
Glavin read the two complete bids: J. R. Evans Engineering and Bert Hill Pollock Architects. She said procurement compliance requires a minimum of three bids for this solicitation, and because the town received only two complete submissions it cannot proceed with award from this opening.
Town staff characterized the outcome as a procedural compliance issue rather than a technical disqualification of the two submitted bids. The action recorded at the opening was a staff determination to rebid RFQ 2507AD at a later date; no contract award or formal vote occurred during the session.
