Chandler to repave and reconfigure downtown alley known as 'Hallway'; construction slated for summer

Kim Moyers, identified in the meeting as the cultural development director, said the project — located between Commonwealth and Boston Streets and California and San Marcos Alley and locally referred to as “Hallway” — will include additional lighting, stamped asphalt surfacing, valley gutters, new signage and a change to one-way circulation. Moyers said no other utility work is planned for the project.
Why it matters: The alley runs through an area experiencing increased pedestrian and vehicular traffic as nearby development has added residences and businesses; staff said the summer construction schedule is intended to minimize business disruption. Moyers said staff reached out to affected property owners and the downtown community through the DCCP stakeholder process and expects construction to begin next month with completion by September.
Councilmember Orlando asked about trash management in alleys. Moyers said the city has incorporated trash co-ops successfully in other alley projects but noted this specific alley has no city-owned property and that property owners have been encouraged to secure trash on private property to minimize alley litter and odors.
