KC Compost seeks 20‑acre expansion; Belton staff schedules planning review

City staff told the Belton City Council that KC Compost, located at 2008 East 170th Street on the north side of U.S. 58, has requested a 20‑acre expansion of its special use permit that would increase the site to roughly 57 acres and asked to consolidate lots by final plat.
Staff said the existing composting operations will remain on the current acreage and the expansion area would be used for an additional hoop house and extra storage for finished material. Under recent land‑use code updates approved in April, the site must be rezoned to BP (Business Park) and obtain a special use permit for the compost operation.
The Planning Commission will hold a public hearing on the rezoning and special use permit request on Tuesday, June 17, and staff will bring the Planning Commission recommendation to the City Council on July 8, the city presentation stated.
Council members asked about the expansion map and whether moving the active compost operations to the rear of the expanded site would be allowed; staff said the whole site would be subject to composting facility requirements but noted operational and accessibility reasons make keeping the active processing near the front more practical.
