District charter office staff presented three related resolutions on sponsorship and partnerships with community (charter) schools: contract updates for sponsored schools, rescission of contracts that are no longer needed following consolidations, and approval of a one‑year partnership agreement for The Intergenerational School.
What was presented: Matt Rado, from the charter office, explained the district’s role as a sponsor (authorizer) and said sponsored schools are public schools with independent boards that enter into written contracts with the district. Staff recommended amendments and restatements to contracts to reflect updated legal references, attachments and changes in school locations; rescissions for contracts that are now redundant due to mergers; and a new one‑year partnership agreement with The Intergenerational School.
Why it matters: Staff said the contract changes follow the district’s sponsor evaluation rubric and the Cleveland Plan’s partnership framework. The Intergenerational School was recommended for a one‑year partnership after a competitive application process and because it restored district residency levels. Staff also noted Stepstone Academy would not receive another partner agreement because its state report card results did not meet the board’s established academic criteria.
Board questions and context: Staff previewed that several Breakthrough Schools locations will operate under consolidated contract structures and explained that sponsorship, partnership and levy‑distribution rules (from earlier levies) create funding access and reporting obligations for partner schools. Several board members asked procedural questions about mergers and which contracts would be rescinded.
Next steps: The resolutions to amend, rescind and approve partnership agreements will come to the board for action at the June 24 business meeting. Staff said they will continue to monitor sponsored and partner schools under the sponsor evaluation rubric.
Ending: The board received the charter office presentation; no final votes were taken at the work session.
