Director of Finance Mark Medler told council it was time for the quarterly assessment and that the packet included two items: one for Hamilton County, which covers nine properties, and one for Warren County. Medler explained the emergency designation is routine to secure the assessment process.
A council member asked whether habitual nonpayment results from specific causes such as probate or other legal encumbrances; Medler replied it is handled case by case and sometimes reflects probate or court locks on properties. The council voted by roll call to adopt the Hamilton County assessment and the Warren County assessment; both votes were recorded 7 to 0.
