Board approves principal and assistant-principal appointments, routine HR items and transfers

Following a closed session the board returned to open session and Superintendent Tom (Don) Phipps presented administrative recommendations for approval, which the board voted on together.
The board approved the following appointments as presented: Ed Wills (principal, High Rock High School) with a two-year initial contract; Justin Hamby (assistant principal, High Rock High School) with a two-year contract; Braylee Spiegel (principal, Dudley Shoals Elementary School) with a two-year contract; and Matthew Ross (principal, William Lenoir Middle School) with a four-year contract. The superintendent said initial contracts are typically two years for new appointees and four years in subsequent contracts.
Separately during the meeting Thomas Howell in Human Resource Services presented usual and customary action items for one-year contracts for new employees and recommended employment for non-contractual employees; the board approved those action items. Howell also presented May board transfers for 2025-26 and the board voted to approve the transfers as presented.
The meeting record shows motions and unanimous "aye" responses but does not include a roll-call vote by name in the public transcript. The board said it expects to meet again at 8 a.m. Wednesday for additional administrative moves.
