Caldwell County Board of Education approves multiple principal and assistant principal appointments

The Caldwell County Board of Education approved a set of administrative appointments recommended by Superintendent Dr. Phipps during a special-call meeting, moving several principals and assistant principals between district schools and granting multi-year contracts for three appointees.
Dr. Phipps, Caldwell County Schools superintendent, told the board, "I have a number of administrative recommendations that I'd like, for the board to consider and then re respectfully request approval." The board voted 6-1 to approve the recommendations; Board member Jim Jones cast the lone vote in opposition.
The appointments announced by Dr. Phipps were: Melissa Costin to principal at Bayton Elementary School (currently principal at Kings Creek); Ryan Britt to assistant principal at Granite Falls Middle School (currently assistant principal at West Caldwell High School); Randy Hart to assistant principal at Hudson Elementary School (currently assistant principal at High Brighton High School); Jessica Obermeyer to assistant principal at High Brighton High School (currently assistant principal at Gainwell Elementary); Marcia Kinley to principal at Horizon (currently assistant principal at Granite Falls Middle School); Philip Little to principal at Hudson Middle School (currently serving as interim); Tabitha Hendricks to assistant principal at Hudson (currently a student support specialist at Valmette); Jason Teefteller to principal at Kings Creek (currently principal at Bayton); and Mark Braswell to assistant principal at West Caldwell High School (currently a teacher at West Caldwell).
Dr. Phipps told the board these would be "continuing contracts with the exception Philip Little would have a 2 year principal contract. Tabitha Hendricks would be a 2 year contract. Mark Brass will be a 2 year contract. The rest would continue on with what they have, and we're just in a different location." The board motion that approved the slate did not include further modification to contract lengths in the public record.
Earlier in the meeting the board moved into a closed session "to discuss confidential personnel matters pursuant to North Carolina general statute 143-318.11(a)(1) and North Carolina general statute 115C-321 to consult with the board attorney and preserve the attorney client privilege as provided for in North Carolina general statute 143-318.11(a)(3)," a motion recorded in the meeting transcript and made before Dr. Phipps presented the recommendations. The board indicated they "expect actions" after the closed session and then returned to public session to vote on the appointments.
Board member Jim Jones spoke to the group after the votes, encouraging staff taking new roles to use available supports and to contact district leaders for help. "If you have a question, call doctor Phipps, call your director of your your whatever education level you're in and, and use that help," Jones said. Jones also said, "I'm happy for them." The transcript shows Jones as the only opposing vote on the appointment motion.
The actions approved move leadership across multiple Caldwell County Schools campuses and assign multi-year contracts to three appointees; the board did not, in the public record, provide additional funding details or implementation deadlines for the transitions.
The board adjourned after the vote.
