Commission defers Twelfth Avenue loading‑zone request after alley access concerns

Misty Keenan, property manager for 2214 Twelfth Avenue South, requested a loading zone across from her building to prevent delivery trucks from blocking Twelfth Avenue. She said the property was not required to include a loading dock and that deliveries sometimes block the street and a school bus, prompting police response.

NDOT staff reported they could not support approval at this time because of curb-cut widths, existing parking pull‑offs and the likelihood that freight trucks would stick into travel lanes. Staff advised tenants to use the rear alley for loading; the applicant said the alley is often obstructed by construction materials and dumpsters and that some drivers cannot turn around in the alley. Commissioners asked NDOT to check the site plan (SP), alley dimensions and neighborhood input from the 12 South Neighborhood Association and Belmont‑Hillsborough Neighborhood Association. The commission voted to defer consideration for one month to allow NDOT to return with photos, alley dimensions and clarity on whether the approved site plan required alley loading or curb loading.
