The Rutherford County Regional Planning Commission approved a planned unit development (PUD) on June 9 to allow contractor storage, occasional mulch staging and trailer storage on roughly 43 acres near Sledge Road and Miller Road.
The application proposes two phases: a gravel storage area for mulch, equipment and trucks near Sledge Road and a second phase near Miller Road with an office, parking and storage for trailers, boats and RVs. The commission approved the plan after staff and the applicant described proposed buffers and avoidance of wetlands and streams.
Attorney Matt Taylor and applicant Jeff Moody told commissioners the Moody business uses mulch as an alternative to on-site burning when clearing construction sites and that mulch would be brought back to the Sledge Road area only intermittently until tractor‑trailers could haul it away. Taylor told the commission Moody “operates about 18 to 20 projects a year,” and that most traffic would be limited to employee arrivals and occasional dump trucks or tractor‑trailers during active mulching seasons.
Staff and the applicant provided a revised pattern book and said the plan avoids identified wetlands and proposes stream buffers, on‑site detention and a vegetative screen along Sledge Road and a three‑foot berm with plantings along Miller Road. Staff said an engineered site plan will be required before construction and that performance standards, erosion control, pavement design and any TDEC required measures will be addressed during that review. County highway staff noted recent road upgrades in the area associated with Plainview Elementary School, and staff said entrances and radii will be designed to accommodate dump trucks and tractor‑trailers.
A neighbor who lives across Sledge Road asked about the quality of the existing vegetation and whether buffers would be effective; the applicant said he would expand buffer widths (from 50 feet if necessary) and use clear erosion‑control marking so contractors and equipment avoid stream and wetland areas. The commission approved the PUD with staff comments; the applicant must submit engineered plans and meet the county’s site‑plan, stormwater and environmental requirements before phase work begins.
