Courthouse build nears finish; county solicits proposals for new comprehensive plan

Pulaski County project managers reported progress on the courthouse renovation and said the county has issued a request for proposals to update its comprehensive plan.
A project update said the owner's contingency balance is about $79,733, excluding an expected $14,352.66 credit related to an HVAC issue and a sidewalk elimination credit. Subcontractors remaining on site were listed as electricians, painters and carpenters. Landscaping and paving between the Justice Center and Howard's are scheduled, weather permitting, and furniture deliveries will occur in two phases, after which IT installation and final punch-list work will proceed.
Separately, county staff announced they have published a solicitation for firms to prepare a new comprehensive plan. The county plans to apply to OCCRA for a planning grant to cover part of the project and anticipates a local match between $5,000 and $10,000 depending on the total project cost. Staff said five firms will be solicited directly and additional firms may respond via public notice. An interview committee was proposed to include a planning commissioner, the county's project lead, and at least one commissioner. Once a firm is selected, the consultant will review existing documents, interview county personnel, hold public input sessions and prepare a draft plan for recommendation by the Advisory Plan Commission before the commissioners consider adoption.
County staff asked the council to consider where the local match should be drawn from the budget if the grant is awarded. No firm selection or contract was finalized at the meeting; staff asked the council for guidance on the source of any required local match once the grant amount is known.
