Some board members objected to the timing and to a recommendation that arrived with a name already attached.
Miss Melnick asked that the board discuss the nomination publicly before voting, saying, “it was brought to my seat and seeing a motion already written…nobody else had a chance to put their name in.” Miss Rogers said she had submitted her name for consideration and asked why the recommendation came with a name already attached.
Chair Kathleen Brown said the chair and vice chair prepare recommendations as outlined in the board’s bylaws and said Vice Chair Weems had been asked whether she could serve. Brown said Weems had confirmed she would make time for the role.
Board member Miss Melnick moved to appoint and the motion was seconded. After discussion that included concerns about process and acknowledgement of Weems’s long involvement with the Harbor Hope project, the board voted. The clerk recorded the vote: “So madam chair, we have 10 eyes. That motion did pass.” The appointment therefore passed with ten affirmative votes and no negative votes recorded in the public transcript.
Several members noted the item had not been on the original agenda packet and asked staff to provide clearer advance notification in the future. Chair Brown and others said the timing was driven by the regional governing board’s meeting schedule and by the need to have a voting representative at the June 24 meeting.
