The Scottsburg City Council on June 8 approved a resolution that creates funds to receive property-tax proceeds attributed to several residential allocation areas, including Maple Run, Beechwood, "Moondville phase 1" and "Moondville phase 2." The resolution was identified in meeting materials as 2025-R-6.
City staff said the measure allows the finance office to set up separate funds so tax distributions from those allocation areas are retained for their intended uses. "That money has to stay in, once we start receiving tax revenue from that, that stays in those funds," a staff member said, explaining the accounting requirement for allocation-area proceeds.
Why it matters: establishing separate funds preserves the legal requirement that tax proceeds attributable to specific allocation areas be used for those areas and prevents those dollars from being commingled with the city's general fund.
Staff said they had previously set up a fund for one allocation area but realized three previously approved areas did not yet have dedicated funds. The resolution consolidates authorization so the finance office can create the funds for the earlier areas and for the newly approved Maple Run area at once. The council approved the resolution by voice vote.
No additional appropriations or spending decisions were made at the meeting; the action simply authorized internal accounting setup to receive future tax distributions.
City staff said the properties in question began generating some tax revenue in 2021 and that the finance office will transfer distributions into the newly established funds going forward.
