Council adopts regional hazard mitigation plan, approves HUD action plan and subdivision plat

The St. Charles County Council on June 9 adopted the St. Louis Regional Hazard Mitigation Plan 2025–2030 and approved several ordinances related to housing and development, the council said during a roll call vote.

Resolution 2507, adopting the St. Louis Regional Hazard Mitigation Plan 2025–2030, passed by recorded roll call with all council members present voting yes. The hazard plan covers regional actions for disaster risk reduction and provides an adopted framework that local governments use to qualify for federal mitigation funding.

The council also approved three bills on final passage. Bill 5391, an ordinance approving the preliminary plat for Westward Manor Plat 2 (resubdivision of Lot 69 at 75 Knoll Court), passed by recorded roll call. Bill 5392, which approves the 2025 annual action plan for St. Charles County in its capacity as an Urban County under the U.S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant (CDBG) program and authorizes the county executive to execute required documents, passed on recorded roll call. Bill 5393, an amendment to the Saint Louis HOME Consortium consolidated plan and to the 2019 annual action plan for the County related to CDBG funding, also passed.

A separate ordinance (Bill 5394) to authorize issuance and sale of special obligation bonds for emergency communications projects was tabled at the request of the finance department to allow advertising and pricing; the council voted to table the bill.

Council members used the recorded roll-call process for several of the final-passage items; where a roll call was recorded the meeting minutes show unanimous approval among the seven-member council on those items. The council chair said bill timing confusion from the previous meeting was resolved after the county attorney confirmed the “10-day” waiting rule uses calendar days rather than business days, allowing multiple bills to be considered on final passage at this meeting.

Several bills were introduced for first reading and referred to committee or subsequent meetings, including rezoning applications, a charter-authority budget amendment to add two police officers for Dardenne Prairie police services, and a fee-waiver request for reuse permits for a New Melle fire station project.

The council’s actions enable the county to proceed with HUD submissions, subdivision approvals and future bond pricing, and place the hazard mitigation plan on the county’s official planning record.
