Council approves reorganization splitting planning and economic development; adds one net position

The Auburn City Council approved changes to the city’s position classification plan designed to separate planning from economic development and to reconfigure several administrative and engineering classifications.
City management proposed splitting the existing Community Development director role into two separate functions: an Economic Development Director (who will retain airport oversight) and a Planning Director responsible for planning and building operations. To support payroll operations and streamline finance and HR workloads, staff proposed and council approved an Administrative Services Technician (split between HR and Finance) and a payroll-support role; the finance technician position was reclassified for that use. Public Works classification changes include reclassifying a current engineering technician II to project manager and reclassifying an equipment operator to public works supervisor; a separate engineering technician II vacancy will be recruited and funded from the sewer enterprise fund.
As part of the reorganization the city manager’s office will absorb the community development administrative specialist position and the city manager administrative assistant position will be eliminated (staff provided notice). City staff estimated the net, ongoing general fund cost of the package at approximately $45,656; staff said projected planning and building permit revenues should offset a portion of that amount.
City manager commentary emphasized the goal of improving responsiveness and focusing economic development and planning functions. The council adopted the classification changes by roll call vote.
