Nelson County board accepts hearing officer’s report and finalizes district facility plan for KDE review

The Nelson County Board of Education voted June 10 to accept the hearing officer’s report summarizing public input on the district facility plan (DFP) and to finalize the plan for submission to the Kentucky Department of Education.
Staff said hearing officer James Nijhoff compiled testimony from 29 speakers and submitted a detailed summary and supporting materials, which the board accepted by motion. The report and recordings will be included in the submission package to KDE as required for DFP review.
Board members discussed next steps for project prioritization once the plan is in KDE’s hands. Staff and board members noted that the local planning committee had listed most projects as phase 1, leaving prioritization decisions to the board. The board set an expectation to begin those priority conversations in July and asked staff to provide a slide packet listing each facility, current phase (design, bidding, construction), previous expenditures for architecture or design, and whether prior bids might be re-used or honored.
Board members highlighted specific facilities they expect to review, including New Haven and Nelson County High School; a board member noted “parts of that building are, I believe, 55 years old.” Staff also reminded the board that some projects (for example, the Applied Technology Center) are already under construction and that some planning work dates from 12–24 months earlier.
Public comment at the DFP hearing raised concerns about the facility plan’s priorities and who was represented at the hearing. Resident Deborah Bohachievsky told the board she was concerned that “over 80% of those people were either staff members, family members of staff members, contributors to campaigns,” and she urged caution when planning new CTE facilities and other capital projects.
The board passed the motion to accept the hearing officer’s report and finalize the plan for KDE review. Staff said the board will meet again on July 22 and may call additional work sessions if needed to set project priorities and review cost and bid data.
