City outlines transition plan to new solid-waste contractor; cart swaps, hazardous-waste pickup detailed

City staff updated the Cibolo City Council on the planned transition of municipal solid-waste services to Waste Connections, which will begin service in late July.
Public works and management said Waste Connections will start swapping residential carts July 7'21, commercial carts July 10'16, and move compactors July 21'25. Republic Services will begin pulling old residential carts starting July 8. The vendor will stage cart distribution in the City Hall parking lot and will provide route maps to the city for review before those maps are published publicly.
Household hazardous-waste (HHW) will be available by appointment: residents will contact Waste Connections, report what and how much material they have, and a concierge-style pickup will be scheduled (staff said HHW pickups will be available about once every 30 days). For roll-offs (construction dumpsters) and compactors, Waste Connections plans coordinated swap dates so customers do not pay for half-month service; roll-offs will be handled on separate agreed dates.
Staff said weekly transition meetings are ongoing and an FAQ will be updated on the city website; a printed insert funded by Waste Connections will be mailed to every household in advance. Waste Connections will also provide outreach at community events and coordinate with the school district and Old Town businesses for individualized service needs. The vendor's customer call center is expected to go live around July 21.
Council members asked operational questions, including whether construction debris could be accepted as bulk and how to contain potentially messy materials; staff emphasized that bundled, bagged and nuisance-free construction debris will be collected but loose materials with protruding nails or loose insulation will not. The city will centralize incoming questions from residents and route them to Waste Connections for response.
Ending: Staff said transition details will be distributed by email and posted on the city website and that vendor representatives will be present at city events and available to answer resident questions during the transition period.
