The LaSalle County Finance and TIF Committee on June 10 authorized the county chairman to work with NCICG to apply for an Illinois Emergency Management Agency natural hazards mitigation planning grant and to move the required local match into the next budget year.
Brian, an emergency management staff member, told the committee that IEMA had a new grant opportunity for a natural hazards mitigation plan and “IEMA has encouraged us to go ahead and apply by the June 20 deadline.” He said NCICG will prepare the application and charge a $400 application fee.
Brian said the project’s total cost is $25,410. The proposed grant request to IEMA is $20,328, which includes $19,058 in grant funds plus $1,270.50 in administrative costs, and the county would provide a $6,353 local match. He said the county currently has the match budgeted for this fiscal year but that it would be moved forward if necessary to the next budget year.
Committee members emphasized the plan’s practical value to municipalities and unincorporated areas. A committee member noted that communities must participate in the county plan to be eligible for certain mitigation projects, such as tornado sirens or generator funding. Brian cited past projects tied to the plan, including a flood wall in Peru and property buyouts on Green Street in Ottawa.
Committee member Craig moved and Steve seconded a motion authorizing the chairman to work with NCICG to submit the grant and to confirm the county can provide required matching funds; the motion passed on a voice vote.
No ordinance or budget appropriation was enacted at the meeting; the committee confirmed it will move the match into the next budget year and seek reimbursement or contributions from participating municipalities where applicable.
